The social contract between governments and citizens in a country requires that, in return for the support of the citizenry through the payment of taxes, government is obligated to provide responsible and responsive governance especially in the provision of public services. Within a context of development and the Millennium Development Goals, this responsibility cannot be overstressed. The UN Millennium Project1 identified poor governance among one of the four overarching reasons why the MDG target could possibly not be met in many countries of Asia. Governance encompasses many aspects, and among the most important is social accountability.
